Major January 2026 changes: SB 1028 took effect January 1, 2026, increasing the bond from $1,000 to $10,000 (10x increase), raising the new application fee from $25 to $50, and increasing the bond filing fee from $10 to $25. Current notaries renewing before January 1, 2026 paid the old rates; renewals on or after January 1 pay the new fees.

The seal must include "State of Oklahoma," "Notary Public," and your name. Either an embossed metal seal or rubber ink stamp is acceptable.
Sign the Oath of Office AND the Loyalty Oath in front of a current notary. Oklahoma requires both — the loyalty oath swears allegiance to the US and Oklahoma constitutions.
Within 60 days of commission issuance, file everything online with the SOS: the bond, an impression of your seal, both oaths, and the $25 filing fee. Miss the 60-day window and your commission lapses.

Renewal is similar to initial application: new $50 application fee (changed from $20 in Jan 2026), new $45 renewal fee, new $10,000 bond, new $25 filing fee. Total renewal cost: ~$120-$160. If you let your commission expire, you're treated as a new applicant.
Senate Bill 1028 was passed in 2025 effective January 1, 2026. The reasoning: Oklahoma's previous $1,000 bond was inadequate to protect the public from notary errors in modern transactions (real estate, oil & gas, etc.). The $10,000 amount aligns Oklahoma with most surrounding states (Texas, Missouri, Kansas).
